A Report on the 6th Founding Anniversary of CHT Regional Council

29th May 2006 was the 6th establishment anniversary of the CHT Regional Council. For CHT administration, improve law and order situation, coordination all activities in CHT, the Regional Council have been formed. According to the CHT peace accord, the provision of part "C" clause '12' mentioned the 'Interim Regional Council' has been formed and joined Mr. Sontu Larma as the Chairman of the Regional Council in 12th May 1999. And then the 29th May 1999 officially started to work for high CHT administration for monitoring and supervision the activities. But the Council has not been able to continue the activities properly for leaking the law and order as the supreme administration in CHT. After establishing the Regional Council tried to work according to the accord, but they failed to completely apply their duties and administrative power to prevent by the other government agencies as well as the four parties alliances activities. It has a serious complain that, " Government has a lot of leak of deep heart, army and civil administration disagree to implement the rules and leak the interest in policy making level for implement the Accord". The Chairman, Member of the council added that, they did not able to proper apply as meaningful institution as well as of variety complicity. According to the CHT Peace Accord and the rules of CHT Regional Council the CHT Development Board will be supervise by the CHTRC, Three hill districts council, general administration and law and order will be monitor by the CHT Regional Council. But the government did not approve the rules and proceedings. As a result, in CHT become more complex instead of the coordination of the administration.

The major issues such as permanent resident certificate, to prepare voter list according to the accord etc. like that the critical complexity subject are not being come solution still now a day. According to the RC sources mentioned that, after establish of RC they send to the government over 20 (Twenty) provision and proceedings for the approval. But only the employment appointment provision has been approved.
On the other hand, the first financial year of the CHTRC submitted a budget to the government for RC Complex, residence of RC Members, Officers and Staff but yet not approved. Therefore they are continuing official activities the previous CHT Development Board rest house as well.
No fund has been placed for the construction of the CHT Regional Council complex. The Chairman, Councilors, Officers and others staff have no official and residential accommodation of their own. In addition to that, the Council had approved its rules for the remuneration and privileges for the Chairman, and Councilors of CHT Regional Council 1999 and sent it to the Ministry for final approval of the Ministry. But with an ulterior motive the CHT Affairs Ministry has kept it pending without any approval. As a result, the council is facing a lot of obstacles in conducting its day-to-day functions as well as supervision and coordination of the activities of the three Hill Districts Councils and CHT Development Board. Moreover the government tried many times to change the Regional Council members and for nominate their pocket man to this council. But CHT RC high official denied the offers. On the other hand, RC official also mentioned that, the present three-hill district council continues to ignore the CHT Regional Council since their formation as a hand picked men of the ruling party in 2001.
Notwithstanding with that problems Abdul Manan Bhuinya, Chairman of the Minister level CHT Committee, meet with CHT RC leaders many times, but yet not been effective and meaningful role-play.
Beside of this last December the Parliamentary Committee of CHT visited in Rangamati and Khagrachari. The Committee leadership added that, the government will never reject the Peace Accord as well as expected for taken proper step for solution the administrative complexity as soon as possible. At the visiting time the Chairman of the Committee Mosharaf Hossain MP added that, we want to implement CHT Peace Accord. But I will try to present to Ministry Committee for resolving the problems.
Also it is notable that, according to CHT accord part C and clause 19 added, "A ministry on Chittagong Hill Tracts shall be established on appointing a minister among from the tribal." But since taking over of the office by the present coalition government in October 2001, the responsibility of the ministry has been kept under the control of the Prime Minister herself without any justification. In violation of this provision, a Deputy Minister, rather than a minister, from amongst Jumma people, has been appointed to the post. Thus the Ministerial post has not been lying vacant.
The officials of CHT RC never think that the government will take a proper step to implement 'Accord' as well as the civil society also deep concern on about the next coming challenges in CHT respectively.

Last three years no development activities in Thanchi, Bandarban

No development activities were implemented last three years in Thanchi upazilla of Bandarban hill district. The local civil government officials and the local peoples representative passing the days without any work or any monitoring like education, communicational transport, and public health as well as unemployed days.
Remacree UP Chairman Aprue Mong Marma added that this upozila we have four unions and the total population more then 16,400. As per the less population we get a few number allocation from the national budget as well as from annual development programme (ADP), he added.
This upazila as well as the four Union Council (Union Parishad) located areas get allocation from ADP 20 lakhs every year with three steps, while each step every ¥union get 1 lakh 20 thousand TK, which is particularly very small grant for root development activities.
Bandarban Local Government Engineering Department (LGED) chief engineer Sushankar Acharjaa and CHT Development Board assistant engineer Nur Hossain added that, we did not get any tender for development activities from Thanchi. On the other hand the bridge construction on Sangu River yet not completed, which is hampering for development activities on that region.
Upazila Executive Officer Abdur Rab said that, most of the government official department passing without officers and government employers and who exists they are not attending the office regularly. He added that, government official knows about the Thanchi but not taking proper steps. That's why most of the officers not staying in Thanchi and other particular officials.

2 AK47 rifles, ammo seized

Army personnel recovered two AK47 assault rifles and ammunition from a den of terrorists at Monjoy Para in Sadar upazila of the hill district on Tuesday night.
They also recovered a foreign-made single barrel SBBL gun, 32 bullets of AK47 and 9mm pistol from the den.
Acting on a tip-off, the army men raided the den at about 11:00pm, but could not arrest any of the gang members as they managed to flee sensing the presence of the security personnel.

Jumma People frustrated for not implementing CHT Peace Treaty, the CHT affairs is a conspiracy ministry for CHT indigenous peoples

17th founding anniversary and 13th central council of Chittagong Hill Tracts Hill Students' Council (PCP) observed in Rangamati;

The Vice-President of Parbattya Chattagram Jana Samhati Samiti (PCJSS) Shree Laxmi Prasad Chakma expressed his speech over non-implementation of landmark CHT Peace Treaty. He said, eight years have elapsed after the signing of the CHT peace accord, but the present government is yet not been implemented the treaty. So frustration has gripped to the Jumma indigenous peoples, as their hopes and aspiration are not fulfilled, he said this while addressing an annual 13th national council and 17th founding anniversary of CHT Hill Students Council (PCP) at Shilpakala Academy at Rajbari in the Rangamati Hill town.
He vehemently criticized the rule of militia personnel in CHT and said that indigenous people are being tortured repressed by army for the last couple of decades in the region. Army is using the CHT as their asset and they are gaining interest by creating turmoil situation, he alleged.
Our hope of living and dreams are being tumbled by the foots of military men, he lamented. "Not only that the government is trying annihilate the indigenous peoples by backing the anti-peace accord terrorists" he also alleged. He said CHT peoples are ready to sacrifice their lives to face any conspiracy. He urged the hills students to build up strong movement unitedly once again to materialize the dreams of CHT people.
He alleged that CHT Ministry has been formed in accordance the accord for serving the CHT Jumma indigenous peoples but now it's become a conspiracy ministry for CHT Jumma indigenous peoples".
Former Pro Vice-chancellor of Chittagong University Professor Abu Yushof Alam asked the military men not to tarnish the image of army by doing disruptive activities amidst violation of human rights. He said, I want to see the indigenous peoples of CHT that they can reside with raising their heads by enjoying their all rights.
'The people and land in CHT belong to this country. So the government should not see them in discriminatory eyes,' said Dr Abu Yousuf Alam, professor of Chittagong University while addressing the council as chief guest at the inaugural session while PCP central president Ujjal Chakma chair.
The speakers said their struggle would continue until their right to self-determination is established. They said they would never allow the cancellation of the landmark accord achieved at the cost blood given by the ethnic people in two decades of bush war.
The speakers alleged that indigenous women are being raped by the settlers as part of a deep-rooted conspiracy.
They said the government is also hatching a conspiracy against the Jumma people to make them refugee by grabbing their land.
The speakers demanded an end to 'military rule' in CHT, stopping of land grabbing and intrusion of outsiders in the region.

Shree Saktiman Chakma, RC Member K S Mong Marma, CHT Mahila Samiti Chairperson Madhabi Lata Chakma, former PCP President Polash Khisa and Broja Kishore Tripura, HWF president Meinu Ching Marma, PCP Central Information Secretary Hiron Mitra Chakma attended during the inaugural session as well as former leaders of PCP and PCJSS leaders of central and district committee.
After the inaugural ceremony activists of PCP brought out a mammoth procession at main through in the town. After the rally the central council was held at Rangamati Municipal auditorium. Different topics, prevailing in CHT situation, activities of the organization were discussed in the convention. About five hundred representatives and observers took part on the occasion. 7)To organize strongest movement against human rights violation and women tortures;
8)To make strongest organizational relationship between the Hill Women's Federation and PCP and make help to the HWF;
Last day a new committee has been elected while Mongsing Nue Marma President, Priya Dorsi Chakma, General Secretary and Udayan Tripura as Organization Secretary for next two years.

Military Rule still prevails in CHT; Santu Larma

The Jumma indigenous peoples living in greater Chittagong Hill Tracts (CHT) are ready to sacrifice their lives again if necessary to establish their right to self-determination, said Jyotirindra Bodhipriya Larma alias Santu Larma.
He was addressing the inaugural session of third council of Rangamati district unit of PCJSS at Shilpakola Academy on 18 May. Santu Larma, Chairman of the CHT Regional Council and Chairman of the PCJSS alleged that military rule is prevailing in CHT, which is the main reason of unrest in the hill. Scathing the coalition government activities he added that the present government is not sincere at all to implementing the CHT accord. A vested quarter is hatching conspiracy to annihilate the Jumma indigenous people by depriving them of their right to land. The settlers are grabbing the land of indigenous people under the direct help of the army, said Santu Larma.
He demanded immediate withdrawal all camps of Army, Ansars, Armed Police Battalion and VDP (Village Defence Party) from the CHT region as per the provision of CHT accord.
Chaired by President of Rangamati district unit of PCJSS Gunendu Bikash Chakma, the inaugural session was also addressed by PCJSS district secretary Polash Khisa, PCP Secretary Binota Moy Dhamai, Upajatiya Samajik Forum Secretary Sukumar Dewan, CHT Mohila Kalyan Samiti Chairperson Madhobi Lata Chakma and prominent Social Activist Nirmalendu Tripura.
After the inaugural session, a rally was brought out from Shilpokala Academy to municipality auditorium where the council was held.
